While Ono's statement is the most commonly accepted canon, I think it's silly that region should dictate whether or not she retains her penis. The game was made in Japan and Yasuda designed her as a newhalf (keeping in mind that pre-operative transexuals were a popular fad when the game was made). It is pretty much given that Poison was born in a male body. The only argument now is whether or not she has had a full SRS, if you discount Ono's statement, which I do.
