I mean, dear Lord, he can't even maintain coherent characterization. Hal in ASBAR, Hal in DKR. Is Dick "a good soldier" or "too weak" and a gay yandere? Is Clark a generic idiot or a government stooge?
The one thing Miller cannot be accused of is fascism, as none of his heroes trust the state enough to be fascists without being labeled stooges.
