to muffin: the bow of storms was also in morrowind, where you could kill anyone and everyone, even quest characters. If you killed a main quest character a message saying you doomed the world popped up. Morrowind was so much better was then Oblivion, both amazing games though.

M'aiq is most of the time on his way between Anvil and Leyawiin, on foot (and running with speed of 100). But he rests briefly in front of the gate of either of the towns before resuming his run, and that's when you can spot him the easiest.
