ForcedUser: True, Batman mentions the "Teen Titans", but that could just as easily be that universe's Teen Titans. Consider that shows like The Batman and Super Friends both have a "Justice League", but they're not the same as the DCAU Justice League.
Considering no attempts by anyone official (like Glen Murakami or Bruce Timm) to support the show being in the DCAU (not to mention the radically different art style and tone for the most part) it's very unlikely that TT fits into the DCAU.
Now as for rule34.paheal.net, well, it's seemed to take the opposite stance. Or rather a number of users have, anyway.

Huh, that's sort of redundant since Harley originated on BTAS. More like "THE" Harley Quinn.
