MangoAssassinTM: I think you mean IV's as those are the ones you breed for. and can be called "perfect" as you can have every stat w/ a 31 IV unlike EV's which you can only have 510 in total, with a max of 252/stat.
However, you could actually mean EV's as items can raise those, unlike IV's which remain the same (Hyper training only mimics the stat changes, as if you breed a hyper-trained Porkyman, the egg will be calculated using its IV before it was "changed") however the vitamins only go up to 100 for each EV.
OR you could mean the Fertilizer is like the Destiny Knot which I do highly doubt however, it would transfer some of Garchomps near perfect IV's to the child. But that'd only be 5 of the 6. Also for each stat it'd have to take from Garchomp or Cynthia, which does she even have IV's?
