In that same Volume it is revealed by Rias' mother Venelana that Rias' father Zeoticus also has a harem which she manages and wishes for Rias to do the same once Issei forms his own harem. So no he doesn't treat her bad and in fact it's considered perfectly normal for male devil's to have harems.
