Scavengers: I always saw mettaton as a It due to the VERY confusing personality. A voice that seems like a women but a bit more low. A body and movements with it that seem quite feminine. Also the obvious like for Papyrus...then again, this could also be a sign of homosexuality in the game..."shrug"
At best, I would say it is confusing on weither to to say any male or female mettaton could even get the rule 63 tag.

mettaton could be interpreted as being a trans character. you can go to the house next to napstablook's and find a very feminine room with diaries in it. they describe a ghostly friend of napstablooks' quest to find a body, eventually revealing that the writer of the diaries is mettaton. the ghost is not stated as having a particular gender. but the journey of mettaton seeking a body that will make him happy seems to be very similar to the process of transitioning.
