Two complete strangers (who are not related by blood) can consider each other as siblings, yet it won't be incest if they have sex.

I think some people don't realize that Miranda and Oriana aren't tank-bred like Grunt or (possibly) clone Shepard.
They were born from a (surrogate) mother, just like normal people.

Even though they get the majority of their genetic material from their father, Miranda & Oriana look like Eva Core, who I believe donated her eggs to henry to use in his pursuit to create the perfect offspring. So deep down I believe that they do have a mother and their mother is Eva Core. As for Jack I believe that her father is none other than the Illusive Man himself, Jack Harper, hence her first name Jack.
