Yes, she's a part of the 'Infinite' number of Elizabeths that we glimpse at the end of the core game, but she's not *the* Liz, just one Elizabeth among many in different realities. In this case, it's Rapture alternate Booker and Liz.

He's comparing the emotions and personality of this Rapture Elizabeth to the kind of woman Elizabeth becomes after she's tortured and when she makes the choice that drowning Booker is the only way to set the Multiverse right. It's emotional context. The Rapture Elizabeth isn't the Liz from the core game, she's a darker, more mature alternate version.

The Elizabeth we played as is the ONLY Liz that didn't fade at the end. The only Liz that's still in existence. Every other one did because Comstock wasn't possible anymore. But we never saw our Liz fade. I'm thinking she exists outside of time now. Thus why she was able to view all the universe doors at once. She's on the outside looking in and able to enter one world or another at will, but she's no longer bound by the laws of time. Furthermore without Comstock, Baby Anna would have never been sold or taken and she would have never lost her pinky. This Liz definitely has the thimble which means she's still tied to the timeline that now never happened which means yes it IS that Liz.
Anonymous11(9): To make it simpler, when all the Elizabeth's drowned Booker at the baptism, they made it a new fixed point where every time he stayed at the batpism, a bunch of Elizabeth's would suddenly show up and drown him. The Comstock variable is now gone forever, which means Elizabeth is gone forever. If Booker leaves and refuses the baptism, he can go have a normal life and have and raise Anna. But that version of her won't have the thimble on her pinky because Comstock never took her between worlds. It no longer happened. The only way this Elizabeth in the DLC has the thimble is if it's the one who didn't fade at the end.

It's the paragraph just above the picture with Elizabeth looking over the balcony. Levine does state this is the same Elizabeth.
