traffik: ^I have to disagree-- note that on both the top and bottom lines, the two horizontal lines don't connect with the vertical line, as they do on the more obvious コ character. For this reason, I believe that they might represent ジ and シ, respectively. By this same reasoning, I think that the characters you identified as フ are actually ン.

My best guess (although I'm no expert):
