In all serious though, given her quirk requires skin exposure, the likes of Midnight's and Mt. Lady's lewd get ups, and the fact that Hagakure is naked all the time, I genuinely believe it's well within UA's laws that Momo could choose to forgo a costume and be nude all the time.
