* is used to expand your search as a "wildcard" and - is used to narrow your search.
When a - is used in a tag it doesn't seem to do anything as long as it's not at the beginning of the tag, which is why the Chun-Li tag works.
-Chun-Li would cause problems though because that would tell the search engine to rule out anything tagged with Chun-Li, and result in finding nothing, even if something was tagged -Chun-Li it would not show up when searching for -Chun-Li.
I don't know how using - (at the beginning) or * in your username would effect browsing for the user's posted images, but I'm guessing it would cause problems just like spaces would.
Just plain don't use -'s (at the beginning), *'s or spaces in your username if you want to be sure that other people can find your posts.
